Discover the Heart of Animal Care in Little Rock: Your Guide to the Animal Village

The Animal Services Division in Little Rock is dedicated to ensuring the safety and welfare of our community’s residents, both human and animal. We diligently enforce all City ordinances pertaining to Animal Safety and Welfare, ensuring responsible pet ownership throughout Little Rock. Pet owners who do not adhere to these important regulations may receive citations requiring their appearance in Municipal Court. A core function of our Animal Services Staff is the crucial responsibility for the countless stray animals within Little Rock. These vulnerable animals are carefully collected and provided safe housing at the Little Rock Animal Village. Here, they receive essential care while awaiting reunification with their owners, hopeful adoption into loving homes, or placement with rescue organizations. Our dedicated adoption programs work tirelessly to connect these deserving animals with responsible owners who can offer them forever homes. Animal Service Officers are also on the front lines, responding to a range of calls concerning stray, injured, neglected, and unfortunately, abused animals, ensuring every creature in Little Rock receives the attention and protection it deserves.

Celebrating Success: Partnerships and Happy Tails at Little Rock Animal Village

We extend our deepest gratitude to the ASPCA (American Society for the Prevention of Cruelty to Animals) for their invaluable and ongoing partnership with Little Rock Animal Village (LRAV). This morning marked a momentous occasion as 16 dogs embarked on a journey with the ASPCA to Indiana, offering them a chance at a new life. Among this group, one very special dog named Darius (pictured in the group photo and close-up) represents a remarkable milestone: he is the 3500th animal that the ASPCA has lovingly transported from LRAV. We are profoundly thankful for these life-saving transports, which significantly increase the chances of adoption for our animals, and we deeply value our strong partnership with the ASPCA in our shared mission of animal welfare.

Understanding Basic Animal Control Laws in Little Rock

As a responsible pet owner in Little Rock, it is essential to be aware of and comply with the city’s basic animal control laws. These regulations are in place to protect both animals and residents, ensuring a safe and harmonious community for everyone.

  • Rabies Vaccination and City License: Every dog or cat aged four (4) months or older must be vaccinated against Rabies and licensed by the City of Little Rock. This license tag must be visibly worn on the animal’s collar or harness at all times.
  • Sterilization and Microchipping for Outdoor Cats: For the well-being of the feline population and responsible pet ownership, all outdoor cats in Little Rock are required to be sterilized (spayed or neutered) and micro-chipped.
  • Dog Confinement: Dogs must be safely confined to the owner’s property. Acceptable methods include a secure fence, a pen, or tethering to an approved trolley system. This protects the dog and the community.
  • Reporting Loose Animals: For the safety of both the animal and your neighborhood, any loose animals observed should be promptly reported to Animal Services.
  • Dogs in Open Vehicles: When transporting dogs in an open vehicle or pickup truck, they must be safely confined within a crate or carrier, or secured inside the vehicle cab.
  • Household Pet Limits: Residents are permitted to keep a maximum of four (4) dogs and four (4) cats per household unless a kennel permit has been officially obtained from the City of Little Rock.
  • Sanitary Conditions for Penned Animals: If you keep animals in pens, it is crucial to maintain clean and sanitary conditions to prevent offensive odors and ensure the animal’s health and well-being.

ANIMAL CRUELTY IS STRICTLY PROHIBITED BY LAW.

  • This encompasses both intentional cruelty, such as acts of shooting or poisoning, and neglect, which is equally harmful.
  • Cruelty to animals, in all its forms, is a punishable crime within Little Rock. This includes physical abuse and abuse through neglect, defined as the failure to provide adequate shelter, sufficient food and clean water, and necessary medical care.
  • Mandatory Reporting of Animal Bites: Any animal bite that breaks the victim’s skin must be reported to Animal Services immediately. Regardless of the animal’s vaccination status, quarantine for a period of ten (10) days is mandatory as required by State law. The animal’s owner is financially responsible for all associated quarantine costs.
  • Prohibition of Exotic Wildlife: The keeping of exotic wildlife, including carnivores, innately wild animals, non-human primates, and venomous reptiles, is strictly prohibited within Little Rock for public safety and animal welfare reasons.
  • Complete Animal Control Laws: Contact Animal Services directly for a comprehensive listing of all applicable Animal Control Laws or if you require any further information or clarification.

REMEMBER: As a responsible pet owner in Little Rock, you are accountable for adhering to all animal ordinances. Failure to comply with these regulations can unfortunately result in fines of up to $1,000.

Potentially Dangerous Dog Breed Registration in Little Rock

In February 2008, the Little Rock City Board of Directors enacted an ordinance that requires owners of specific dog breeds within the City of Little Rock to register these animals. This ordinance specifically pertains to dogs whose primary breed is identified as American Pit Bull Terrier, American Staffordshire Terrier, or Staffordshire Terrier. These designated breeds must be registered at the Little Rock Animal Village, located at 4500 Kramer Street.

The following requirements and necessary documentation are needed to complete the registration of a “Potentially Dangerous Dog”:

  • Proof of Spay or Neuter: Documentation confirming the dog has been spayed or neutered is required. If sterilization is medically contraindicated, veterinarian documentation confirmed by the Veterinarian of Little Rock Animal Services is necessary.
  • Owner and Dog Photo: A photograph of the owner and the dog will be taken at the Animal Village during the registration process. The dog must be present at the time of registration for the photo to be taken.
  • Microchipping: The dog must be microchipped for identification purposes.
  • Current Rabies Vaccination: Proof of current rabies vaccination is mandatory.
  • Current City License: A current City of Little Rock pet license is required.
  • Registration Fee: A non-refundable registration fee of $150.00 (per animal) is required at the time of registration.
  • Secure Confinement: All dogs of these specified breeds must be securely confined by a fence or within a sturdy structure to ensure public safety.

It is also highly recommended to keep a current photograph of your pet, along with a detailed written description including their height, weight, age, color, and any distinctive markings. These details will be invaluable in helping us determine if your pet is in our care should they become lost and enter our shelter system.
