The installation commander holds the authority to implement specific base operating procedures designed to navigate these challenging conditions. These procedures dictate reporting and release protocols, adapting to the severity and type of weather event. Understanding these guidelines is crucial for all military personnel and civilian employees at Little Rock.
During periods of inclement weather, the installation commander may authorize one of three primary operating procedures: early release, delayed reporting, or mission-essential reporting only. Each of these procedures is implemented to prioritize safety and mission continuity based on the specific weather situation.
Early Release Procedures
In the event of early release, unit commanders and supervisors are authorized to release non-mission essential personnel from their duties. This measure allows individuals to return home safely before weather conditions potentially worsen. It’s important to note that civilian employees with approved telework agreements are expected to continue their workday remotely. For personnel utilizing on-base childcare, all non-essential personnel will need to arrange for prompt pick-up of their children from the Child Development Centers (CDCs) and the Youth Center to ensure their well-being and safe transit home.
Delayed Reporting Guidelines
Delayed reporting is applicable to both military and civilian personnel. When delayed reporting is authorized, personnel are not required to report for duty until a specified later time. Crucially, personnel will not be charged personal leave for the delayed arrival. The primary purpose of delayed reporting is to allow sufficient time for road and parking area clearance, and to provide base personnel with extra time for safer commuting to their work centers. This procedure prioritizes safety by mitigating risks associated with hazardous travel conditions.
Mission-Essential Reporting Protocols
Mission-essential reporting is implemented when base functionality must be maintained during severe weather. Personnel designated as mission essential by their commanders, or as stipulated in their Civilian Position Descriptions, are required to report for duty. Commanders are responsible for proactively identifying and communicating mission-essential designations to their personnel. Civilian personnel identified as mission essential in their Position Descriptions (for Appropriated Fund employees) and by the FSS Commander (for Non-Appropriated Fund employees) are also obligated to report. Service members not required to report for duty will be placed on telephone standby for further instructions. Civilian personnel who are not required to report and are not under a telework agreement will be granted administrative leave as authorized by the installation commander. Access to CDCs and the Youth Center during mission-essential reporting is restricted to children of mission-essential personnel only. Mission Essential Personnel who require childcare must submit a signed designation letter to the CDC or Youth Center in advance to confirm eligibility and ensure smooth operations.
